WALLMANSTHAL LAND RESTITUTION PROJECT 2014/5
|CODE OF CONDUCT AND GOOD GOVERNANCE FOR REFERENCE GROUP AND THE WALLMANSTHAL LAND CLAIMANTS
|In March 2013, The miniser of Rural Development and Land Reform, Honerable G established the Reference Group and that was elected by the Wallmansthal land claimants. He mandated that the Regerence Group shall carry the voice of the people to him and vice versa, in seeking to restore ownership of of Wallmansthal to the original owners and resettle them in a planned and modern, dignified manner. The Code of Conduct aims to govern the relationship of good conduct first among the members/Reference Group and claimants, and thirdly the conduct of community meetings governed by them.
The Reference Group is substructurely composed of a Social and Technical Committees whose efforts are cordinated centrally by a coordinator.
The committee (R/GRP) Compromises of the following:
• Chair persons of both, Social and Technical Groups
• Secritarial team and 20 additional members
3. ROLE OF SOCIAL AND TECHNICAL COMMITTEE
To oversee Social and technical committee activities
4. HOUSE RULES
4.1. Members stated above should without fail attend all meetings
4.2. A member failing to attend three consecutive meetings without vaid reasons should be dismissed from the committee.
4.3. Members should sumit written text messages of apology to the secretary
4.4. Quorum at all meetings shal be 50%
4.5. The use of indecent vulgar languages during meetings and sessions shall be highly be prohibited. Members should exercise respect to each other’s opinion of expression in all meetings.
4.6. Members should not take decisions in isolation – consultation should be the order of the day.
4.7. Distribution of information on matters related to the Reference Group should be left solely to the co-ordinator and / or appointed spokesperson. A member transgressing the stated rule shall be dealt with accordingly.
4.8. Sub-structures led by the Reference Group members should first report to Group members.
4.9. All minutes, correspondences and documents of historic events belonging to the Wallmansthal community should be kept in a Master file by the secretariat.
4.10. Resolutions and decisions taken in all meetings shall be binding to all Wallmansthal community members.
4.11. Confidential matters should not be disseminated to lest through a proper mechanism and offical channel.
4.12. The decisions made by the chairperson shall be final – (casting vote).
4.13. Matters not included in this Rule of Code of Conduct shall be binding.
4.14. Volunteers and Co-opted members’ stay in these commitees will be determined by their Valuable Committee contribution.
4.15. All committees should present their Reports in writing.
